O'Connor

A Chara,

I am your independent candidate for the local election this year. Living on a small farm and working part-time as well as raising a family, I know the difficulties and the hardships that face us in rural Kerry and in our small towns and villages.

Tugaim tacaoicht don ghaolainn i gconai agus ma toghfar me deanfaidh me gach iarracht an teanga a chur chun chinn.

As a voluntary worker for over 20 years, I have delivered for my community and I will bring new ideas, vitality and energy to Kerry County Council. In my voluntary capacity I have also gained worthwhile experience while campaigning for Health Services, Roads and other issues This experience, I can put to good use in the Council Chamber. As an elected Councillor, I can do and will do much more for you and your families.

If you feel in the current economic climate that there is need for change, then this is your opportunity to elect a truly independent candidate, who is not under the thumb of any party. Please give me your number 1 vote in the County Council Election on June 5th. and I guarantee that I will deliver for you.

Beir bua agus beannacht,

Brigid O' Connor

EDUCATION

I CAN AND I WILL WORK TOWARDS ADDRESSING RECENT PROPOSED CUTS IN EDUCATION WHICH ARE UNJUST AND UNFAIR.

* THIRD LEVEL FEES - Our knowledge based economy can only be sustained by encouraging not discouraging Third Level Education. The reintroduction of third level fees will cause serious hardship to families.
* NATIONAL SCHOOLS BUILDING PROGRAMME - The 2009 schools building fund and refurbishment programme does not include Kerry schools.
* SPECIAL NEEDS PROGRAMME -I propose increased funding for Special Needs programmes. Early intervention and ongoing support for children with special needs is paramount to their development and integration into society.
* MAINTAIN THE PRESENT TEACHER PUPIL RATIO - National and Secondary Schools programme to be sustained through ongoing funding.
* EARLY CHILDCARE - Supplement to be maintained and Childcare Staffing grants and Capital Funding for building projects to be provided and funded in all communities.

Over the past 11 years, I have worked as a Youth Worker with the Kerry Diocesan Youth Service in the West, Flesk and Mid Kerry areas, I am well aware of the many issues affecting young people. I believe Investing in Youth is an investment in the future and will pay huge dividends. Cuts in grants and increases in university fees will affect many young people in education today. I will fight for equal opportunity and affordable education for all especially the provision of transport for all pupils in rural areas to primary, secondary and third level education centres. I will also seek freedom for parents to send their children to a school of their own choice.

ECONOMY, EMPLOYMENT AND JOB CREATION

* The current situation of targeting the lower and middle class worker is abysmal. Many of these people did not share in the wealth of some of our jet setting higher paid executives sometimes referred to as a GOLDEN CIRCLE. They did however help create that wealth. They must not now be penalised. Let those who squandered and killed our Celtic Tiger economy now pay the price to revive it. Backing up large banks is an insult to the ordinary citizen !! The status of the tax exile must be addressed, this country helped them amass that wealth. Politicians and people in public life must cut their costs . The Government must put money back into the local economy to help sustain local jobs and local employment. As an elected member of Kerry Co. Council I will promote and support job creation and local industry in Kerry.

Infrastructure
Electoral District    Towns    Infrastructure    Roads    Housing
BROADBAND TELECOMMUNICATIONS/ROADS

Broadband cannot be accessed in many areas due to poor infrastructure. Recent statistics indicated that poor infrastructure affects local employment opportunities.

* ROADS CAMPAIGN – In the year 2000, Following exhausting all avenues for funding to upgrade the N86 Tralee/Dingle Road, I petitioned Europe on behalf of The West Kerry Roads Action Group, based on the fact that EU Structural Funds is received for Roads in this country. The petition was declared admissible and the Parliament asked that we present the petition to a meeting in Brussels. I addressed the European Parliament twice in January and December 2002, on behalf of The Group which resulted in a commitment from the commission to pressure the Irish Government and The National Roads Authority to provide more funding for our roads in Kerry. My European campaign is highlighted in the CSPE Programme for Junior Certificate Secondary School Students as an example of positive Community Action.

* Roads need to be maintained and upgraded.

* Rail/transportation/technological/Broadband infrastructure to be upgraded.

* Local jobs sustained – Small Firms Employment Subsidy.

* Fas CE Scheme to be supported - Increase capacity and restructure age profile to include younger participants in order to enable them access training and ultimately employment.

HEALTH SERVICES

Over the past 2 years I have campaigned vigorously for the provision of Health Services in Kerry General Hospital. Attending Dail and other local Protests to retain Cancer and other Services at Kerry General Hospital. I participated in the collection of 21,000 signatures in favour of the Retention of Cancer Services at KGH. I also campaigned for Dingle Community Hospital, which recently opened in Dingle town.

* That Community Health Services be maintained upgraded and supported

* KERRY GENERAL HOSPITAL - Increase in funding to enable ongoing upgrading and development of services. I will oppose any cut back on medical/nursing staff or budgets for upgrading of services.

* THE DINGLE COMMUNITY HOSPITAL - I will fight for Ongoing adequate staffing and administration funding.

* RETIREMENT AND NURSING HOMES - I will support increased subvention and funding for contract beds in residential nursing/retirement homes.

* CERVICAL CANCER SCREENING SERVICES - made available to young girls.

* DEDICATED STROKE UNIT – Ward with beds and staff working solely with stroke victims to be opened at Kerry General Hospital.

RURAL PLANNING

* As Secretary of the Kerry branch and member of the National Irish Rural Dwellers Association I have lobbied all Government bodies and recently put forward a submission to the County Development Plan concerning Planning restrictions in the rural countryside. Young people who wish to reside in their own community are being refused permission to build their own home on their own site. The IRDA welcome and promote new waste treatment systems in the rural countryside such as woodland system of planting reed and willow trees, which has also the dual purpose of providing wood for heating your home. ENGAGE YOUR LOCAL BUILDER - Big developments in towns encouraging the rural dweller to abandon his/her community and buy a house or apartment in the nearby town rather than build on their own land goes against the principal of sustaining Rural communities.

* LACK OF RURAL PLANNING SOUNDS THE DEATH KNELL OF RURAL IRELAND.

The Roads Campaign

AGRICULTURE

* IRISH FARMERS ASSOCIATION – Secretary Camp Branch IFA and Delegate to Kerry Co Executive IFA.

* An immediate sheep maintenance payment to sheep farmers using the E23 million unused EU CAP funds (PROMISED BY MINISTER BRENDAN SMITH)

* Grants for Waste Management projects to be paid out to farmers who are now incurring severe financial hardship.

* Support Farm Enterprises

FISHING INDUSTRY

* INCREASE QUOTA - The Irish fishing Industry cannot compete with other European Countries due to falling quotas. I call for support for the development of the fish processing industry locally, in order to create local empoloyment.

* CE BHREANNAINN – Kerry Co. Council to include Ce Bhreannainn in the Capital Budget for 2009. Fishing is strangled in Brandon due to the deteriorating condition of the pier.

TOURISM

* Liase with Failte Ireland and other grant aiding bodies and the EU to provide financial support to villages to develop tourist projects and organise events to attract tourism revenue into the area.

* Develop cycle paths along major and minor roads and promote cycling holidays all year round.

* Revival of Swansea/Cork car Ferry

* Daily Bus Transport from Kerry Airport to towns in Kerry.

ELDERLY

* Kerry Community Transport Service extended to include weekend service.

* Home Help hours and Carers allowance increased and adequate respite care provided. 160,000 carers in this country saving the Government E2 Billion.

* People with disability need more access to resources and to education.

* Extend Community Care Services for the elderly.

YOUTH

* Increase funding for Youth Services and Youth facilities, recent cuts are unacceptable. An investment in youth is an investment in the future,

* Increase funding for counselling and for drug and alcohol related projects and programmes.
